pf plugin: add more advanced pfrule-plugin

Use rulestring as identifier, e.g
	 bytes-block-drop-in-on-lo0-proto-icmp-all.rrd

Currently for OpenBSD 4.5 only.
OpenBSD 4.9/Current follows.
